When ten new Member States joined the EU in 2004, followed by Bulgaria and Romania in 2007, they were all required to accept the so-called "acquis communautaire", the total body of EU law accumulated thus far. The EU's development policy, including the Barcelona Commitments, is an integral part of the "acquis", which means that the new Member States must participate in it by contributing to the financing of development aid (in the general EU budget and in the European Development Fund) and taking part in the decision-making process. ODA levels are extremely low in the new Member States, reaching only between 0.01 and 0.13 per cent of GNI. Most of the new Member States were previously recipients of international development assistance and are only now starting to become donor countries. In 2005 all new Member States, including Romania and Bulgaria, committed to increase ODA to 0.17% of GNI by 2010 and 0.33% by 2015.
