Accelerating progress towards the Millennium Development Goals |

In April 2005, the Commission adopted a communication to the Council and the European Parliament entitled "Accelerating progress towards attaining the Millennium Development Goals - Financing for Development and Aid Effectiveness" (COM(2005)133). This communication was part of the "MDG Package " of three communications that were released as the EU's contribution to the September 2005 UN High-Level Millennium Review. The communications in the "package" make proposals in the areas of financing for development, coherence for development and the focus on Africa. New financing for development and aid effectiveness agreements: 1. Financing for development: New interim targets for the increase of Official Development Assistance volumes, to be achieved by 2010: - Individual ODA targets for each Member State, differentiated between old and new Member States: old Member States should increase their ODA to a new individual baseline of 0.51% GNI, whereas the new Member States should reach 0.17% GNI.
- A collective average target for the Union of 0.56% ODA/GNI.
2. Aid effectiveness: Establishment of a genuine European Development Strategy to enhance aid effectiveness and reduce fragmentation, gaps and duplication among donors and furthermore to enhance division of labor and operational complementarity. 3. Policy Coherence: Strengthening of the coherence of EU policies in support of achieving the MDGs. 4. Innovative sources of financing: Continued effort to implement the most promising options for innovative sources of financing for development.
