Introduction
Objective of the Natural Resource Management part
This part intends to give an overview of the European Union’s policies and instruments related to Natural Resources Management in three focal regions. These regions include: the African Caribbean and Pacific countries (ACP), the Latin American countries (LA) and the Asian countries.
The document is divided into two chapters. Chapter 4 is entitled “European Union Policies for Natural Resource Management” and Chapter 5 is called: “European Union Instruments for Natural Resource Management”. Here is an overview of the organisation of these two chapters:
Organisation of chapter 4
This Chapter is devoted to the European Union policies that support natural resource management in three regions. These regions include: the African Caribbean and Pacific countries[1] (ACP), the Latin American countries [2](LA) and the Asian countries[3].
Chapter 4 is divided into three parts:-
Part I: As “Environment” and “Sustainable Development” are basic issues related to natural resource management, the first part of the chapter intends to present how the European Union integrates environment and sustainable development issues in its Development Policy. The reader will find how these issues are taken into account into the EU legal framework (EU Treaty, Council Regulations and Decisions, Commission Communications).

Part II presents the main agreements/regulations for cooperation that exist between the European Union and the three above-mentioned regions in a “natural resource management” perspective: the Cotonou Agreement for African, Caribbean & Pacific countries and the “ALA Regulation” for Asian and Latin American countries. Are the environment and natural resources taken into account in these texts?

Part III is dedicated to the EU policies related to specific topics. As natural resource management covers a wide range of issues, the part is divided by sub-theme. The reader who wants information on the EU policy towards for instance environment, water management or transport in developing countries should refer to the relevant section.
Organisation of Chapter 5
Chapter 5 is devoted to the European Union’s instruments that support natural resource management in three regions. These regions include: the African Caribbean and Pacific countrie(ACP), the Latin American countries, and the Asian countries.
The chapter 5 is divided into two parts:-
The first part, entitled “EU Thematic instruments” consists of three sections. The two first sections present the existing European Union thematic budget lines that support two “sub-themes” related to natural resource management: environment & forests and the food aid and food security Programme. The third section presents the potential thematic budget lines that could be used for all other related sub-themes such as waste management, desertification, water management, energy, biodiversity, etc.

The second part refers to the so-called “Geographic instruments” that fund regional or bilateral programmes in relation to environment and natural resources. These programmes are identified according to the Country/Regional Strategy Papers priorities (programming exercise) and implemented in the framework of National and/or Regional Indicative Programmes. The part II is introduced with a research on the integration of environmental matters in the programming exercise. Are environmental issues sufficiently integrated into the Country and Regional Strategy Papers? The rest of the second part presents the existing programmes in the three above-mentioned regions.
